Objectives across multiple scenes

Objectives as they are now are tied to Scenes which means they are not as flexible as they should be. Developers shouldn't worry about replicating Objective creation per Scene and should instead, be able to set Objectives for the whole project.

A project-level objective should be able to be set like so:

• An objective called "Foundational Courses" on the Demo Training Project

  • Completed FoodSafe module (scene 1)

  • Completed MSDS module (scene 2)
